Ability to Turn off Live Chat for some Roles

Customer would like the ability to live chat to be removed from all roles access. 
Customer doesn’t want chat reps to proactively chat in with site visitors but wants to allow site visitors to determine when/if they are ready to speak to sales. 
Currently there is no way to remove access to Live Chat.
